Definition of “Cores” in the Licence?

    We have an application server with an AMD EPYC 7452 2×32-core CPU.  Does the number of cores in the licence relate to the resources allocated to the Terminal server connections or the resources available per remote connection via the client?

    With (only) around 40-60 max remote users, this does not seem as first sight to be a cost-effective solution for remote access.

    Any guidance is welcome.
