Full screen on Mac

I am trying to use full screen while connecting Mac Sierra to Windows 7, and the window still shows the menu bar. The size of the area showing the remote computer is reduced by the height of the menu bar. In the screen shot you can see how the Windows 7 dock is cut off. The viewport will scroll, but it should fit on the screen. The local and remote screens have the same resolution.

I did not see this problem when connecting Mac to Mac. Any solutions?
