I have a remote user that has one screen protrait and the other landscape, is there a way to work noMachine settings to make the full screen work and be proportional.

The user will be remoting into an office vm, via NoMachine, while at home his set up is dual monitors.

Is this possible? I see that multi-monitor support is showing for personal and enterprise, but does multi-monitor support just mean “full screen across all monitors”? or with a licensed version, is the ability to have virtual windows of NoMachine open then an option?

I think I’ve solved my issue by learning that Windows Virtual displays aren’t possible through NoMachine, but is possible on Linux.

That’s correct. On Windows and Mac NoMachine connects you to the physical display of the target host. When connecting to a computer that has multi-monitors attached, you can switch between them. NoMachine automatically detects that multiple physical displays are available on the server side : https://www.nomachine.com/support/documents/switching-the-view-between-multi-monitors-during-a-remote-desktop-session
