Running on Rocky Linux 8.5, ever since NoMachine updated to 7.9.2 last week, every time I login to my workstation (even locally) I get this pop-up. What exactly is it wanting to do, and why?

This machine in particular is on a somewhat ‘version-locked’ workstation, running an application that wants the system just so and is not tolerant of having random system packages updated.

To start, this is not our own “new version update” notification, and we actually don’t have any idea of where it’s coming from, since, by the way, NoMachine doesn’t install or update through any “system repository”.

That said, if it was a NoMachine update availability notification, it wouldn’t be a “random update”, but an update availability notification from a software you installed and, reasonably, want to keep updated.

I realize this is not an auth request from NoMachine wanting to update; but they started popping up after I updated NoMachine (which I received NX’s normal ‘an update is available’ notification, not this.)

I un-installed NoMachine for a couple days and they went away. Re-installed NoMachine and they came back. I’m just wondering if anyone else has been getting something like this and if so to perhaps figure out what has caused it to start.

(Adding some text for searchability: Authentication is required to refresh the system repositories)

This is happening not because you installed NoMachine but because Rocky Linux’s system security setting (by default) forbid the user to refresh the software repositories and install updates when you’re logged in from remote. What’s needed is the appropriate polkit rule. Check how to add it using the article here:
