Services will not start

Using latest version 4.5.0_1 free.  OS is Windows Server 2008 R2 SP1

There were no errors thrown during the installation.  No icon appears in the system tray.

GUI shows Service not started.  Start, and it will die in a few seconds.

There are errors in the log files under C:\ProgramData\NoMachine\var\log.

nxdevice.log (series of firewall rule errors)

[3016][3040] 11:48:13 920 ERROR: Cannot add firewall rule.
Error code is : 0x800706d9
[3676][3680] 11:48:30 469 ERROR: Cannot remove preinstalled driver package.
Winapi code is : 2.

nxservice.log

Results of running C:\Program Files (x86)\NoMachine\bin\nxserver.exe –startup
NX> 161 Service: nxserver already running.
NX> 500 ERROR: Cannot start service: nxd.
NX> 500 ERROR: Cannot start service: nxnode.
