    I am an admin and was trying to edit the file using sudo, which I think is the problem.

    Using Finder, I was able to give myself write permissions on the etc folder and also server.cfg and then I could edit that file using TextEdit.

    Sorry, I should have thought to try that, and it does fix the problem.
